Remove all traces of the relocation stack. It's been removed from
binutils for years now.
Add a sanity overflow check to pcrel24 relocations to catch modules that
were built without -mlong-calls.

The atomic_t type cannot currently be used in some header files because it
would create an include loop with asm/atomic.h. Move the type definition
to linux/types.h to break the loop.

Impact: change calling convention of existing clock_event APIs
struct clock_event_timer's cpumask field gets changed to take pointer,
as does the ->broadcast function.
Another single-patch change. For safety, we BUG_ON() in
clockevents_register_device() if it's not set.
